No, for Striplac or gel polish you actually do not want shine, because polish adheres better to a slightly matte nail. For that you use the buffer block. The polishing file is for when you wear your nails bare.
I recommend not doing it more often than every two weeks. Polishing removes a very thin layer each time, so doing it too often makes your nail thinner. In between, keep up the shine with a drop of nail oil.
